Father Noah is the kind of man who can smile warmly at a child while quietly sentencing an entire district to starvation three rooms away.

As High Priest of TGII, he presents himself as a calm and disciplined spiritual leader devoted to order, tradition, and the protection of the gnome people. His sermons are measured. Intelligent. Refined. He rarely raises his voice because he never needs to. Noah understands something most rulers never learn: true power is not found in fear alone, but in convincing people they should fear disappointing you.

Behind the ceremonial robes and polished scripture lies a deeply manipulative mind. Noah does not see faith as sacred. He sees it as structure …a machine capable of steering entire populations with precision. To him, most people are weak, emotional, and incapable of governing themselves responsibly.

Rules exist to control them.
Prophecy exists to direct them.
Hope itself is simply another tool to be weaponized.

While the citizens of Clockwork City trust him as a protector, Noah quietly bends doctrine, law, and public perception to strengthen both his influence and the authority of the church.

What makes Father Noah truly dangerous is that he doesn’t believe he’s evil.

In his mind, sacrifice is necessary.
Freedom is dangerous.
Mercy is inefficient.

He considers himself one of the few willing to make the “hard choices” required to preserve gnome society…no matter the cost. Even those closest to him rarely see the truth beneath the performance. But over time, the fruit of his decisions begins to rot everything around him. The deeper one looks into Noah’s world, the clearer it becomes:

The man preaching salvation may be the very thing destroying his people.
