I think it's really interesting the way that the book works like that. It's always there and available, maybe even taunting you, just like evil in the world. It's always there but can only hurt you if you seek after it.
Evil can most definitely hurt you if you seek after it, but it can also hurt you if someone ELSE seeks evil. It can work THROUGH OTHERS, which is also part of our test.
